His view on the Paris agreement was that it was unfair to the United States, so countries like India and China were free to use fossil fuels while the United States had to reduce its carbon. Although the United States and Turkey are not parties to the agreement, as they have not indicated their intention to withdraw from the 1992 UNFCCC, they will continue to be required, as an « Annex 1 » country under the UNFCCC, to end national communications and establish an annual inventory of greenhouse gases. But despite the rose garden president`s statement that « we`re going out, » it`s not that simple. The withdrawal procedure requires that the agreement be in effect for three years before a country can formally announce its intention to withdraw.
